Description of Issue:
Rename guaranteed and preferred elements in  
TechnologySpecificAttributesType to mandatory and optional.

Discussion of Issue:
As discussed on weekly call the guaranteed and preferred elements should be  
changed to to mandatory and optional to better represent their behaviours.

Resolution of Issue:
Rename elements in types file.
