Description of Issue:
The ogf-nsi-cs-v1.1 branch was created but the WSDL was not modified to  
contain a new namespace so it currently collides with the version 1.sc

Discussion of Issue:
No discussion needed.  New namespace must be allocated to distinguish  
between versions.

Resolution of Issue:
Created a new namespace version based on 1.1 creation on 2011/12.
