This is what I am sending for startTime and endTime:

2011-09-08T12:55:40Z
2011-09-08T12:57:40Z

Which should be valid xsd:dateTime values. (I don't see the importance of 
the implementation calendar). You can parse the timestamps as ISO 
timestamps (a superset of xsd:dateTime) to get them into your format.
