[Nsi-wg] updated NSI protocol doc

Hi All,

I have updated the NSI CS protocol document to reflect the current WSDL and current state machine discussion.

I would like to fix this as version 0.9 for plug-fest development early next week in time for OGF32 at SLC.

Could you please take a look and send be any comments you have by EoB Tuesday, and I will integrate comments ready SLC.
