 From a user standpoint there is indeed almost no difference between Failed  
and Terminated. You do have to realise that for network operators there is  
a huge difference between them. Terminated means that they don't have to  
care, and Failed means that all alarm bells should be ringing and they have  
to figure out what went wrong.

Network Operators will initially operate without the whole context of the  
state machine, for them it is an exception sent out of the blue.
