Hi Guy -

This seems quite good to me, still a couple small (I hope) edits.  I accepted all changes in your doc and added edits to it so you can seem them easily.  Some are wording changes.  

The most important have to do with defining a network consistently.  A network is a group STPs with a transfer function that is available to a particular NSA.  A network might be federated (with multiple operators and NRMs) or leaf (with only an NRM and single operator).   The edits are to avoid confusion about the difference between federated and leaf networks and NSAs.
