[Nsi-wg] UvA/TUD topology exchange proposal

Hello all,

During the meeting in Atlanta and in several of the NSI calls the
University of Amsterdam and Delft University of Technology announced
that they were also preparing a proposal for exchanging topologies
combined with path finding.
Attached to this mail is the document describing this topology exchange,
and a small discussion on how we can apply it to the NSI work. Feel free
to comment and ask questions.
