I think we had a case of an implementation (cannot remember which) 
requiring text/xml as mime-type, which is SOAP 1.1, where as SOAP 1.2 
wants application/soap+xml. Maybe the implementation suports both 
(originally OpenNSA did not specify one, which is what triggered it).
