[Nmc-wg] Result Code Structure Voting

Voting has closed, and it was ruled that we should stick with the result 
code format from the original proposal.

I will integrate the latest version of the proposal document into SVN as 
soon as possible, so we can work on getting this into the document track 
without further delays.
