Hi,

I checked in an updated version of the base spec (31)

The following has been done:
·	Complete re-formatting of the document
·	Put Glossary into Chapter 1
·	Action Item 109 -> dependency rule is now only one rule and has been put into the intro of chap 2
·	Action Item 122 -> added sections for terminology, namespaces (needs updating), fault definitions
·	Action Item 123 -> made subscriber compulsory
·	Action Item 125 -> interfaces combined (need to decide where getmetadata goes)
·	Action Item 126 -> done
·	Action Item 127 -> done, but needs updating
·	Action Item 130 -> first attempt in, needs updating
·	Action Item 131 -> done
·	Action Item 135 -> done, but needs revising

Still left to do:
·	Update 2.2.1.1
·	Update 2.10 (ronny)
·	Decide on alternative for propertyconstraints input entry
