[INFOD-WG] More thoughts on XML

Hi,

I have been thinking a little more about XML and the use cases and have
written the attached note. I am sorry to keep stiring things up! We may
be able to discuss briefly tomorrow but I think that we may have to go
through it properly in Seattle.
