[INFOD-WG] The spec (again)

Ronny,

The diagram now looks fine but the text before it (1946-1952) refers to
the colours and the text after it (1956-1959) - which was just added by
Vijay -needs harmonising with the preceding text. I suspect that we only
want one such text block.
