[INFOD-WG] Chapter 2 again

In a number of places it says something like:

WS-Addressing of the action must contain the URI
http://www.ggf.org/infod ...

I don't find this very clear.  I think  we are also mandating the use of
WS-Addressing, as we insist upon endpoint references. So we want to say
something like: "A WS-Addressing Action header with the value
http://www.ggf.org/infod ... MUST accompany the message. Do people
agree?
