This new version includes a lot of changes; the ones that dieter has made and a couple of my action items. 
The document has been reformatted to match the WSN spec.

I will continue to work on the document over the weekend, so please do not edit this. 

Sections 2.8, 2.9 and 2.10 will be completely overhauled by mid-next week through Dieter.
