[infod-wg] Interoperability Testing

interoperability document and the feedback and responses. I've also asked 
DAIS to let us know if the find out anything more about interoperability 
testing at GGF17 (one of the DAIS meetings has interoperability as a 
subject). Perhaps INFOD people at GGF17 could attend that DAIS session. 
Then the topic could then be reviewed at the INFOD F2F.
