[infod-wg] More clarification needed

Hi,

We said that a vocabulary would be a service in its own right - as
this is the proper WS way rather than doing plugins. This means that
we need to define its interface as part of the base spec - otherwise
you can't build an INFOD!

Am I right in saying that we need this mechanism both for data vocabs
and for property vocabs - though the interface would of course be a
little different.
