[infod-wg] Documents getting untidy

The reason for checking it in as a new doc was twofold:
You had told you were working on chapter 2 so nobody should touch the doc. 
And the interface doc was in ggf 16 and I didn't want to update the doc there nor did I want to move it to the draft folder.

Hi,

Our documents are getting untidy (again). I think the The GGF16 folder
should only contain documents directly related to that GGF
meeting. Other material should be moved to the current drafts folder.

Ronny has checked in chapter 3 as a new document - though it is in
fact a new version of an existing document. Please use the versioning
system provided.
