[infod-wg] new infod spec version

Hi,

just updated a new version.
We had some major problems due to the changes that steve has made - basically the document structure was screwed up.
When tracking changes, please don't track ALL changes, but only those necessary. Do not track changes in section headers as this seems to negatively affect the document.

We have accepted all changes in the entire document as those changes have been agreed to. Since Chapter 1 and Abstract are completely revised, tracking wasn't really necessary, so all changes have been accepted.

- updated document structure due to problems
- updated Notify in 3.1 and chapter 5
- changed wsa:EndPointReference to wsa:EndPointReferenceType
