[infod-wg] Issues and Actions

Hi,

As agreed I have merged issues and actions. All pending issues have now
become (renumbered) pending actions. Resolved issues remain - but will
no longer be updated.

So we now have open and pending actions to worry about (and closed
actions as their final resting place)

We should probably go through the pending actions and see which are
still relevant and which should be moved to open for consideration in
the near future.
