[infod-wg] File shuffling

I have created a new file INFOD-Pending_Issues.txt.

You will see that:

INFOD-Current-Actions.txt and INFOD-Unresolved-Issues.txt are now both
rather small after today's meeting.

I have also moved the old use case doc to the old area and the new use
case doc to the draft area.

By GGF16 we need to change the permissions on the base use cases and
base spec so that everyone can read them.

I have also added a GGF16 category below "GFF Meetings"
