Hi,

I am working on chapters 1 and 2 of base spec, though I don't expect
to change much in chapter 1.  Please don't modify those 2 chapters as
I will just paste them over the existing ones when I have finished.

P.S. I have moved a couple of documents which don't really belong in
the GGF16 folder. I will probably move some more.
