[infod-wg] Base Specifications ar officially in public review

The Base Specifications are now formally in public review.

I like to thank everyone who contributed.

I like to ask everyone on the mailing list to solicit feedback. It would 
be great to target for two solicitations per member on the mailing list. 
The feedback does not require an in-depth review. It would be enough to 
say whether the Base Specification address an important requirement.
