[infod-wg] Document updates

Hi,

I have updated INFOD-Closed-Actions.txt and INFOD-Current-Actions.txt
to reflect what was just done in the phone meeting.

I have also reclassified Vijay's note:

  https://forge.gridforum.org/projects/infod-wg/document/Info-D_Suggested_Service_Modifications/en/1

as nobody objected to my suggestion to do so. It is now in "old
drafts". If anybody is unhappy with this it is easy to move it back
again.
