[GSM-WG] GSM-CG charter - for discussion next week

Dear *,

I have attched the (draft?) charter for the GSM-CG, as drafted by the
group at the previous OGF.  Compared to the previous charter (for the
WG), not many changes were required.  I don't think we need to do much
(any?) work on it, unless you tell me otherwise?
