[GSA-RG] Grid scheduling architecture requirements

Dear All,

your wishes (fears?) became true: after Ariel and I met in Poznan, the
next draft version of the Grid Scheduling Architecture Requirements
document is ready [1]. It now has a proper structure, follows the current
OGF template, etc. I also updated the abstract and the introduction.

We decided to keep the requirements part quite generic without the
functional/non-functional distinction (for the time being, I copied the
old content). This is the main effort to be done, but fortunately a number
of us (including me) already volunteered to do some of this work. I will
dig out the task list and remember you soon. The goal is to have the final
draft ready for OGF 22. Yes, this is the upcoming one.
