[GSA-RG] [Scheduling requirements] Responsibilities

Dear all,

I had the data management section on my list of duties.
Please find attached my draft for this section in the document.
Comments are appreciated.

IMHO, data management is different then other parts as it is difficult
to apply existing implementation for interop. At least, I am
not sure which data management services we could use.
