[GRAAP-WG] WS-Agreement promoted to Full Grid Recommendation

I am happy to inform you that the GFSG has agreed in its last telco to
promote WS-Agreement to a full grid recommendation.

The document showed sufficient community support as provided in the
experience document. An internal review showed that all requirements
were met to make this promotion.
The document will be updated accordingly in the document list.
