[GRAAP-WG] ws-agreement negotiation specification

Dear GRAAPians,

Attached you will find a first draft version of the ws-agreement negotiation
specification. This draft is the result of the discussions during the past 
OGF's and subsequent face-to-face meetings. We will continue discussion and 
improving the document during next OGF. Any comments are very welcome.
