[GRAAP-WG] WS-Agreement spec 1.0 tracker

Dear All,

following the discussion on the list I created a tracker to be used for
WS-Agreement 1.0 related issues [1]. The first artifact is the one
submitted by Réné and Roland. In case people have other issues, please
use the tracker. I suggest also sending a short note to the list.
