In developing XACML, we were advised that use of QNames made digital 
signatures on instances harder because the QNames might be resolved into 
different byte-strings by the signer and the verifier.  In that case, 
the cryptographic hash will not match and thus the signature will not 
verify.

I don't know enough about XML/naming to show how this would occur, but 
our XML experts told us to avoid QNames.
