Some minor changes.

(Added WSRF-ResourceLifeTime and WS-RF Basefaults into what we depend on.)
I also added a statement

The wsrl:Destroy operation as defined in the [WS-ResourceLifetime] MAY 
be used to explicitly <#_msocom_1> destroy no longer used resources.

in P.40 to reflect the lifetime issues but am not sure whether this is 
the right place or the right wording to be used.

Also,
I've changed the AgreementStateType in agreement_state_types.xsd 
(renamed to **mod.xsd)

to reflect the changes in the naming of the AgreementStateType but I 
can't do more to really reflect it in the way that Karl has
written in the XML snippet as I have not followed the discussion on 
<xsd:any##other/> * .

Also, it seems the import statements should be modified if we are to
