AdminDomains can be structured in a hierarchy, but the lowest level in the hierarchy does indeed correspond to a site and a Service can only belong to one site. If there's a need to represent non-tree-like relationships the ID of related AdminDomains would have to be carried in OtherInfo or Extension attributes. "Site" is not really a glue concept, it's a basic concept in the way the grid is managed in general.
