One data point, and not suggesting this is the best way to go.

TeraGrid information services has standardized on the ISO 8601
compliant format of "CCYY-MM-DDThh:mm:ssZ" which represent GMT
time.

The motivation was to be able to compare dates directly without
having to convert them.
