[gin] WG: GIN additional co-chair election process - Third co-chair

Dear GIN folks,

  with clearance of David Wallom (our area director) and getting no objections from the community I'm glad to announce that
Kazushige Saga (CC) is now the third co-chair of the GIN group.

This really should give the group a big push towards new endeavors in terms of interoperability!

@Joel: Could you please add Kazu to the GIN GridForge page - many thanks!
