[gin-jobs] Standarized Execution Environment

Hi Steven,

There does seem to be quite a bit of community interest. Teragrid, 
DEISA, Nordugrid, EGEE and OSG all seem to be interested and most have 
already sent contributions.  I think that using the GIN jobs wiki to 
collect the information together is a good idea even if is not yet GIN 
policy.

The kind of problems that you describe are also the kind that we would 
like to tackle, but we should start with the simple cases first.
