[gin-jobs] Standarized Execution Environment

Hi Aleksandr,

Of course, within EGEE we have defined our own environment, however, 
most other grid infrastructures have done the same. This is the problem. 
The functionality we are aiming for is the same but we have arrived 
there slightly differently. The aim is to understand the common points 
and agree on the same way to do things. The EGEE document is just a 
starting point for discussion.  I am currently collecting input on the 
following wiki page and already have some input from Teragrid.
