[gin-jobs] Standarized Execution Environment

Virtualization is one approach for an application to carry it's own
environment to arbitrary computing elements.  It's best suited for
applications that don't need access to other non-Grid CE resources,
like cluster file-systems, local software, and non-IP interconnects
(Myrinet and Infiniband).

Some applications need access to these non-Grid CE resources and
don't want the added overhead of constructing a fully functional
OS image with their application.

I think it's important to support both use cases.  Standard
environment variables are important for the non-virtual use case.
