The glite WMS uses Condor under the hood so we could rephrase this and 
say we could try to use a Condor based submission. Which is also what 
Oxana seems to be suggesting. Condor can submit to  EGEE, OSG and ARC 
resources and I think that it can submit to Unicore and WS-GRAM as well.
