[gin-data] UCSD/SDSC SE (SRM/dCache) Downtime: Nov 29 - Dec 5

The system is now available. There may be a few intermittent short 
downtimes in the next few days for tuning etc. Please note that there 
is a change in SRMv1 SURL syntax for this site.

Old usage -
 srm://t2data2.t2.ucsd.edu:8443//data$DIR/$SUBDIR/$FILE
 srm://t2data2.t2.ucsd.edu:8443//srm/managerv1?SFN=/data$DIR/$SUBDIR/$FILE

New usage - 
 srm://t2data2.t2.ucsd.edu:8443//srm/managerv1?SFN=/pnfs/sdsc.edu/data$DIR/$SUBDIR/$FILE
