[gin-data] Updated data plans and ask for SRM lead

Finally, some news on the GridFTP stuff.  We tracked down the old Grid3
testing stuff, as well as some code that had been used in the past for doing
cross-version testing.  We are resurrecting both and looking to see which
will the most appropriate / least amount of work.
