[gin-auth] Draft AUP for the GIN VO

I have updated the draft in line with Dave's comments,
and placed the revision on the wiki:

The text I used for the contentious sentence reads
"Members of the VO must respect all other applicable policies and if they become aware that through their use of the GRID they are contravening any such policy they must immediately correct their activities to prevent further contravention."
