[GFS-WG] RNS specification

Hi all,

I would like to inform you about status of the RNS specification.  The
refactored version of RNS has been finally accepted at GGF17, and it
should have been submitted in this June after reflecting comments from
community.  Unfortunately, it turned out during GGF18 that the
re-submitted document was not be in the editor pipeline for now.

Attached is the final RNS specification to be submitted to the editor
in the next early week.  Besides minor typo issues, the second
paragraph in section 1.3.1.3 "move" and a new fault
"RNSCrossServiceFault" are added.  Please look through the document,
and give us comments if any.
