Nobutoshi Thank you very much for the comments.

Actually, there had been 1.5 Motivations ->S1.6 Scenario->1.7 Goals
and then during the meeting we discussed that motivation and goals were 
topo much overlapping and should
be merged. We merged them on the fly and had place them after the scenario,
but I agree, we should probably move it to before the scenario.
