[DRMAA-WG] DRMAAv2 C Binding - Please comment !

Dear all,

during several F2F meetings and OGF33, Andre, Mariusz and Daniel did a 
tremendous job in creating a first draft for the DRMAAv2 C binding.

Please find attached the header file. We would love to have a fluent 
discussion about this on the list. In case, I will also schedule an 
according conf call.
