[DRMAA-WG] OGF Document Process

OGF published the long-awaited update of standardization process rules. 
The public comment phase for this document ends on May 25th. If you ever 
felt uncomfortable with the necessary steps in OGF standardization, this 
is the time to express it.

document.  Brief comments are welcome, not only detailed analysis.
