Ah.  Timezone issues.  You're an hour late for the call...

Roger and Daniel were out anyway.  I think we may be best served to 
continue the conversation over email.  I replied this morning, so 
hopefully that will get the ball rolling.

When Hrabri and I spoke this morning, we did stumble on one useful 
point.  The PartialTimestamp is useless in any language that has its own 
date object, but some languages don't.  In those cases, it might still 
be worth having.
