[DRMAA-WG] Torque/PBS DRMAA - state changes notification

We already deliberated this one, ad nausuem.  I was on the pro side, 
but I was the only one.  On the up side, the drmaa_wait() semantics 
allow the use of DRMAA_JOB_IDS_SESSION_ANY to easily implement 
notifications.
