[DRMAA-WG] Torque/PBS DRMAA - upper level middleware, brokering mechanism

Issue:

Basic, both static (e.g. a number of CPUs in DRM) and dynamic (e.g. a
number of waiting and running jobs), monitoring information should be
supported in order to provide a feedback for upper level middleware,
brokering mechanisms, etc.
