[DRMAA-WG] Java Language Binding 1.0 Release Candidate 3

Peter and I have synchronized the IDL changes from the last teleconf 
with the Java language binding.  Here's the latest version.

Peter, I didn't see the new text in the IDL binding that lists the names 
to be used for the attributes, error codes, etc.  Did I just miss it?  
Also, I can't remember if we decided to include a reference to 
getAttribute() and setAttribute() or not.  It shouldn't affect the Java 
language binding, but I'd like to make sure.
