[drmaa-wg] New startup page for drmaa.org

Done. We can fight about the layout theme. Every registered wiki user  
can change his own layout theme in the user preferences. Find your  
favourite one, and tell me. If we have a majority, I can change the  
default theme again.

If you already like it as it is, even better.
